OPTIMASI PENGADAAN berdasar Perpres 16 tahun 2018

Kami instansi APBN, apakah bisa sewa kendaraan maksudnya sewa mobil untuk 1 tahun dengan terhitung mulai tanggal 1 Februari s,d, 31 Jan 2020 ?

Pengadaan berdasar Perpres 16 tahun 2018 mulai mengenal optimasi

Walaupun belum sepenuhnya yaitu tender sebagai upaya terakhir sebagaimana di Pasal 38 ayat 7
                (7) Tender sebagaimana dimaksud pada ayat (1) huruf e  dilaksanakan dalam hal tidak
                      dapat menggunakan metode pemilihan Penyedia sebagaimana dimaksud pada
                      ayat (1) huruf a sampai dengan huruf d

Kalau optimasi penuh maka semua pilihan bersifat setara, kalau pasal ini bersifat mengutamakan prosedur epurchasing dan terakhir plihan tender ( lelang ).

Bagaimana dengan  sewa kendaraan maksudnya sewa mobil untuk 1 tahun dengan terhitung mulai tanggal 1 Februari 2019 s,d, 31 Jan 2020 ?

Ada tiga alternatif pilihan :
1. silakan dicari di katalog LKPP mengenai sewa kendaraan.  Bila ada di catalog silakan digunakan.

2. Bisa menggunakan sewa kendaraan dengan dibayar dimuka untuk 1 Februari 2019 s,d, 31 Jan 2020 , selanjutnya silakan dibaca Permenkeu No. 145tahun 2017

3. bisa dibuat secara kontrak payung, yaitu berkontrak 1 Februari s,d, 31 Jan 2020.
    selanjutnya pembayaran di  tahun 2019 dibuatkan kontrak tahun 2019
    dan untuk pembayaran yang akan dilaksanakan di tahun 2020 dibuat kontrak tahun 2020
    Jadi ada tiga kontrak yaitu kontrak payung, kontrak tahun 2019 dan kontrak 2020
    Yang diajukan ke keuangan adalah kontral 2019 untuk tahun 2019 dan untuk tahun 2020
    adalah kontrak tahun 2020

    Kontrak payung ada Perpres 16 tahun 2018 pada Pasal 27 ayat 7
    (7) Kontrak Payung sebagaimana dimaksud pada ayat (1) huruf e dan ayat (2) huruf c dapat
         berupa  kontrak harga satuan dalam periode waktu tertentu untuk barang/jasa
         yang belum dapat ditentukan volume dan/atau waktu pengirimannya
         pada saat Kontrak ditandatangani.
